RMA-ID shouldn't be consumed as a draft

When you click "Create RMA" but do not proceed with the process and instead leave the page, it results in the consumption of the RMA ID. This issue is causing problems for our audit, as we prefer not to have the RMA ID used in such instances. For instance, when a user follows this sequence: "Create RMA" > Takes no further action > Closes the tab or leaves the page, the RMA ID assigned to this specific RMA becomes "RMA-100." Consequently, the subsequent RMA they create is assigned the ID "RMA-101." Our preference is for the next RMA to receive the ID "RMA-100" in these cases.
